The : A Three-Pillar Strategy for Global Health
The Institute of Preemptology (IoP) Complex, will be structured around three interconnected pillars. Each component will play a crucial role in training, research, and direct patient care, creating a synergistic ecosystem for advancing healthcare.
Institute of Preemptology
A global postgraduate institute designed to train and deploy the world’s first Preemptologists. This hub will not only educate a new cadre of medical specialists but will also serve as a strategic nerve center, featuring a state-of-the-art referral center (the Preemptorium) and coordinating elite specialists re-oriented to deliver high-impact community care (the City Consultants).
Groundbreaking Medical School
We are pioneering the world’s first medical school to embed Preemptology into the very DNA of medical education. Its groundbreaking seven-year programme will produce a new generation of physician-leaders. This journey culminates in the “Triple-M” qualification (MBBS, MPH, MBA), creating graduates uniquely equipped to combat the dual threats of infectious and non-communicable diseases. They will not just treat patients; they will be empowered to build and manage the health systems of the future.
Comprehensive Cancer Centre
This world-class Centre is the strategic cornerstone of our mission. By targeting cancer—one of the greatest barriers to increasing life expectancy—we will create a powerful, scalable model for defeating non-communicable diseases and directly confront the catastrophic lack of infrastructure in the developing world.
How We'll Begin
Preemptology will be introduced through focused pilots led by the Institute. Each pilot will train an initial cohort of Preemptologists, deploy the referral chain in zones of one million people, and measure clear early indicators (screening coverage, early detection rates, referral completion). Those early pilots will refine the model and create the operational playbook for global scale-up.
Train & Certify
Train the first cohort of Preemptologists
Pilot & Prove
Deploy the model in three zones and record key outcomes.
Scale & Integrate
Use pilot evidence for phased global rollout
Strategic Location
Build in Enugu. Connect to the world from Atlanta.
Africa: The for Global Health Solutions
To tackle the world’s most pressing health challenges, we must confront them where they are most acute. Africa provides a unique proving ground—one that demands innovation, resilience, and collaboration. By beginning its work in Africa, the Institute of Preemptology develops solutions that are not only effective locally but also scalable globally, targeting both infectious diseases and the growing threat of non-communicable diseases. There is no better place to situate the flagship IoP than Enugu—the birthplace of smallpox eradication and a powerful symbol of what global health victory can achieve.

Enugu: The Test for IoP's Success
Enugu State offers an unparalleled operational ecosystem, perfectly suited for the immediate, large-scale implementation of the Institute’s initiatives. Its advantages can be summarised using the A.C.I.D. test for success:
Accessibility
A State-Wide Network — Enugu is constructing an unprecedented network of 260 new, modern Primary Healthcare Centers (PHCs) — one in every political ward. This ready, state-wide infrastructure makes comprehensive preemptive care accessible to every community from day one.
Clinical Hub
A Powerhouse of Medical Education — Enugu is a major clinical education hub, home to accredited institutions such as the University of Nigeria Teaching Hospital (UNTH) and other leading medical universities. This strong academic base enables the IoP to attract top-tier talent and trainees whilst rapidly developing a globally relevant curriculum.
Innovation
A Culture of Ingenuity – Far from a mere historical footnote, Enugu has since emerged as a hub of African medical innovation, producing (among numerous others): Prof. Austine Njoku-Obi – first African to invent an industry-standard drug. This living legacy of innovation—rooted in the same soil where Dr. Bill Foege first applied preemptive ideation—positions Enugu as the ideal launchpad for a discipline that turns foresight into action
A Living Data Laboratory — The entire PHC network in Enugu is being linked by a comprehensive Electronic Health Record (EHR) system, transforming the state into a living data laboratory. This gives the IoP a real-time platform to test, track, and validate preemptive interventions with unprecedented precision and speed.
.
Diversity
Enugu has a long-standing tradition of inclusivity and openness, embracing diversity across ethnicity, gender, and social background — values that reflect the Institute of Preemptology’s own commitment to equitable, community-centred health innovation.
Atlanta: Where Local Innovation Becomes Global Systems
Atlanta will not simply be an administrative office. It will be our access point to the world’s public health, funding, research, and policy networks. By situating the IoP’s international office in Atlanta, we will position our work in direct access to the institutions that shape global health priorities and resource allocation.
1.
Global Health Nexus Access
Atlanta is recognized as the world’s nexus for public health, hosting the Centers for Disease Control and Prevention (CDC), the Task Force for Global Health, and influential university programs and world-renowned NGOs. This proximity will facilitate essential collaboration, joint research, and rapid access to global health policy leaders and subject matter experts.
2.
Resource Mobilization and Influence
The office will provide a necessary footprint for effective fundraising, international advocacy, and securing major institutional grants from US and global foundations. It will ensure the IoP has a powerful voice in the international discussions that shape global health funding and development priorities.
3.
Talent Bridge and Communications
The Atlanta location will serve as a professional bridge, attracting top-tier global health, policy, and communications talent necessary for translating the profound work done in Enugu into high-level publications, policy briefs, and international training materials.
